It's called collateral damage, both in war and in such hazardous industrial operations. The gassers have insurance and lawyers who will "fix" such expected damages in their multi-billion dollar enterprise. A few million dollars for the injured people (and don't forget the agents of justice--lawyers)is a drop in the bucket and considered as basic cost of doing business. That's why they had no qualms about putting gas wells near schools, churches, and homes. And why CHK tried their darnedest to ramrod a massive gas pipeline down the residential street on Carter Ave. Those people and their properties could be replaced and "repaired" for relatively cheap amount of money when compared to how much profit would flow from exposing them to such dangers. Basic risk-reward and cost-benefit analysis for these profiteers and their morally bankrupt political and regulatory/municipal buddies.
